LICENSED SITE REMEDIATION PROFESSIONAL (LSRP)
On May 7, 2009, former governor Jon Corzine signed the Site Remediation Reform Act N.J.S.A. 58:10C–1 (SRRA) into law. One of the provisions of the law established a program for the licensing of LSRPs who have responsibility for the oversight of environmental investigations and cleanups. Effective May 7, 2012 when the LSRP program was fully implemented, all remediating parties were required to retain an LSRP and remediate their Site under the new LSRP paradigm, regardless of when the cleanup was initiated.
Under the LSRP program, with very limited exceptions, the remediating party need not wait for the NJDEP’s direction and pre-approvals to commence and continue cleanups. Instead, they must initiate and complete the cleanup under the direction of an LSRP, who has responsibility for oversight of the environmental investigation and remediation. From 2009 to 2018, more than 38,000 cases were closed.
